A PhD thesis titled “Public Relations Strategies in the E-Marketing of the Government Employment Program and Their Impact on Shaping Public Attitudes: An Analytical Study of the Facebook Pages of the Federal Public Service Council and Parliamentary Committees, with a Field Study of the Beneficiary Public” was discussed at the College of Mass Communication, University of Baghdad.

The examination committee was chaired by Prof. Dr. Nahidh Fadhil Zaidan, with Prof. Dr. Mohammed Abdul Hassan Al-Amiri serving as the supervisor. Committee members included Prof. Dr. Salem Jassim Mohammed, Assist. Prof. Dr. Ria Qahtan Ahmed, Prof. Dr. Azhar Sabeeh Ghantab, and Prof. Dr. Salwa Mohammed Yahya as the external examiner.

The research aimed to examine public relations strategies employed in promoting the government’s electronic employment program and to assess their role in shaping public attitudes toward the recruitment process managed by the Federal Public Service Council under the supervision of parliamentary committees, namely the Strategic Planning and Federal Service Committee, the Finance Committee, and the Higher Education Committee. The study also analyzed the communication activities and content published on these institutions’ Facebook pages.

The findings revealed a clear emphasis on highlighting official figures to strengthen institutional identity, alongside moderate attention to relationship-building and meetings. In contrast, social responsibility initiatives and the promotion of achievements ranked among the least utilized public relations strategies.

The study recommended strengthening coordination between executive and legislative institutions through a unified digital platform for regularly updating and sharing information, reducing inconsistencies across government entities. It also called for enhancing the communication strategy of the electronic employment program by expanding the use of modern interactive digital media.

The outcomes of the study are aligned with the United Nations Sustainable Development Goals, particularly SDG 4 (Quality Education) and SDG 16 (Peace, Justice and Strong Institutions)
