Baghdad Municipality has adopted the recommendations of the scientific seminar organized by the College of Mass Communication at the University of Baghdad under the title “From Noise to Calm… and from Chaos to Beauty,” directing its municipal departments and relevant divisions to take the necessary measures to implement the outcomes on the ground.
The directive came following the approval of the Mayor of Baghdad of the recommendations reached by the seminar, which was held at the College of Mass Communication on 7 April 2026, with the participation of academics, specialists, and those interested in the city’s urban and aesthetic affairs.
The recommendations included regulating street advertising, preventing the installation of unlicensed billboards or their random placement, removing visual encroachments, damaged signs, and graffiti along main roads, as well as expanding green spaces and improving sidewalks and public spaces in ways that contribute to enhancing the urban landscape of the capital.
They also stressed the importance of activating measures to impose fines on violators of public cleanliness regulations and those dumping waste in streets and public spaces, in coordination with the relevant authorities. In addition, the recommendations called for assigning public taste divisions in municipal departments to follow up on implementation and coordinate with related sections.
The adoption of the seminar’s recommendations by Baghdad Municipality and their translation into executive measures reflects the effectiveness of the role played by the College of Mass Communication in raising social and urban issues and linking academic outcomes to the actual needs of government institutions in a way that serves the city and improves its visual and aesthetic environment.
These recommendations were part of the “A Better Tomorrow” campaign, a graduation project carried out by a group of students from the Department of Public Relations at the College of Mass Communication, University of Baghdad, under the supervision of Professor Fatima Abdul Kadhim, Assistant Professor Zeina Abdul Khaliq, Assistant Lecturer Azraa Abdul Amir, and Assistant Lecturer Zain Al-Abidin Mohammed.
The recommendations adopted by Baghdad Municipality are also in line with the United Nations Sustainable Development Goals, particularly Goal 11 on sustainable cities and communities, improving the urban environment and public spaces, and enhancing quality of life and the aesthetic identity of cities
